My biggest concern at the moment in regards to citizen security in The United States is the growing tragedies brought about by the gun violence and mass shooting increasing in the Nation. House of Representatives and the Senate should work on how to implement laws based on gun ownership in the States.

You start by coming up with a plan of how you will implement something before stepping up on implementing it. That is why I wrote 'how to implement' instead of "implementing'..

I understand , but english is based more on being correct than what appears prima facie . The part I corrected is sentence wise more appropriate and means the same thing . Regards

I would humbly suggest that both are acceptable. It's just a matter of style. The original would read better inserting: "work on how *best to* implement laws". The correction would equally read better with an explanation of what is to be done i.e. "work on implementing laws based on *limiting* gun ownership"

This just needed some tightening. The opening stated it was about the US, so further mention is unnecessary unless you’re referring to Federal vs State law. Because it wasn’t quite clear to me, I added Federal because State laws must abide by Federal standards.
