Which is more widely recognized to be considered as a fluent English speaker?

TOEFL or IELTS??
Which of them mostly determines how fluent you are in English

I have never taken the TOEFL or the IELTS. However, from what I've heard of the IELTS, the student has an interview face to face with one of their examiners and the TOEFL does not. If this is true I think the IELTS should be more reliable to grade the fluency in English.
